The MPP value of every countries' resources is moddable.

Or simply just placing more oil wells in Romania would do it.

Yes, in my editing marathons I noticed that each country’s resource MPP values are moddable, with universal applicability to whoever has access to those resources. Which is great. But I was under the impression that other players were thinking more along the lines of double MPP values for Romania to Germany *only*, from DEI to Japan *only*, etc. Maybe a special event script, etc.

Then again, the basic idea was to make countries such as Germany and Japan more dependent on “oil” resources. Doubling certain MPP imports make these more desirable, not sure how this would affect “dependency.”

Perhaps a simple mechanism would be to link movement allowances with oil. If a nation has no oil resources, then its movement allowance for all units is, say, 50%. Then that number goes up as oil resources are controlled (with some calculation as to how many oil resources would be needed for 100%). That would avoid having to keep tabs on how much oil you used — I'd find it annoying if I had to count how many tanks I could move per turn.

The problem is at start, Axis nations have no or very little domestic oil resources that they control. Aside from a small synthetic industry, Germany conducted most of it's initial invasions with oil purchased abroad or brought in from the Soviet Union through the Ribbentrop-Molotov Pact. The Japanese navy likewise, conducted it's Pacific blitz with hoarded stockpiles of previously purchased US and Dutch oil. You almost have to have a way to store or trade oil to represent it accurately.

That's a good point. Then maybe it is something that only starts on X turn, with the player getting warnings (i.e. "Your Japanese advisors tell you you'll run out of oil supplies in February 1942 until some new ones are acquired").

I could see a mechanism where unit effectiveness is reduced if oil stockpiles are diminished. That would imperil Japanese advances and Barbarossa unless Germany captures ME or Georgian oil fields. Would need to consider some other Axis buff to maintain balance.
