No resupply to an airbase co-located with a depot of 42k supply

I did a test with an isolated combat unit and while it got supplies and ammo, it did not get fuel and replacements. Gary has no memory of the code, but based on this, I'd bet that it is WAD that isolated depots will not give out fuel.

On further reflection I think we did this intentionally to prevent the panzer divisions at Stalingrad from being able to grab fuel from depots and mobilize themselves quickly. Maybe too harsh, but all you can get from isolated depots are supply and ammunition.
