Should pilots be released to the group or the reserve?

Group reserves are still in the group when it leaves, the Reserve pool of pilots are where you get your "veteran" pilots. If you want to keep the pilots, send them to "Reserve" and NOT "Group" because you may not keep the pilots. Even pilots not fully trained are better to grab and train than pilots just out of flight school.

Note it's only the Allies that need to worry about devices. The Japanese use a different system and will replace and upgrade if there's enough supply available. For upgrade that usually means being in a base.
But to save some Japanese supplies along with vehicles points, and/or armament points, consider having some units in combat not upgrade so the older devices in the stockpiles can be utilized unless there will be units coming in later that need the old devices.
Cannot emphasize this enough for IJ. Turn off all auto upgrade and replacements to start. Then, very judiciously, select units to add replacements and/or upgrades then select which devices that you will allow. For IJ, you really have to carefully manage this, particularly for VEH pts; but even for ARM and supply as well.

In the beginning as IJ, you think you are fine. Reality sets in about May 42. You will find you are short almost everything unless you have been careful before then. It really is a pain that you need to replenish your Med Tanks in an ARMOR unit only to find that you are completely out of ARM pts because you spent them adding devices that you really don't need. You will make this mistake once, and never again because it is so painful ....

For the Japanese, the game is all about supply so save it when you can. Fuel is important but without supplies your units don't perform too well in combat, nor will your aircraft fly nor your AAA fire . . .

As far as tanks go, the first tanks are more than good enough when fighting the Chinese. So don't upgrade them all at once, use up any tanks in the stockpiles before upgrading another unit. This also goes for the armoured cars as well.
