Yes, it has no subidentifier.
Depends what screen you look at. I was looking at the Unit Screen, not the All units listing. But I see why it was confusing now - thanks for the screenshot!

You can rail Australia Command to Alice Springs which is 19 hexes away from Darwin, and walk the command HQ one hex north on a short tour of the Australia outback. This should do the trick.

That is not quite correct. As BBfanboy said it's the term Command HQ that matters when there unit screen is displayed. There are two exceptions, both IJN HQs, 4th Fleet and Southeast Area Fleet.

A units TOE upgrades automatically on the date specified. That does not mean their devices instantly change. This is done over time during the replacement phase and depends on reinforcement being turned on, supply in hex (at least double normal supply requirement), pool numbers (Allied mainly) and stockpiling and is more a trickle than a flood.

I think I need to clarify. Sometime back, years probably I ask similar questions and the answer I gave here was correct then. It is no longer the case. I've been testing and here's what I found.

To upgrade a TOE the units needs to be at rest and within 2x Command Range of any command HQ. The max range will therefore be 18 hexes. It also needs to be set to 'Upgrade Allowed'. It does not need to have supply nor does the HQ or any base either is located on. The locations are Horn Is and Groote Eylandt (HQ). Neither base has any supply nor do the unit. Friendly hexes are irrelevant as you can't set a unit to rest if an enemy is present.

Here's a pic of the Torres strait Bn on the turn after the TOE was upgraded. Notice that the process of upgrading the TOE has automatically given it some of it's devices. Prior to the upgrade all it had was 7x CMF militia and 34x Support. When the TOE upgraded it directly replaced these and adds 1 of each device the new TOE should have provided those devices are available in the pool. This is similar to replacements. If the old TOE has more device then it should, say 100 support then the upgrade reduces the number to the correct level which would be 45 in the case of the AIF 41.

In the tests that I carried out it does not matter how much supply is available only the units it already has are replaced adding 1 to new devices.

All the above test where carried out with replacements OFF. If you turn them then as the replacement phase occurs after upgrades and after the device build phases then it is possible to receive more devices, such as the missing Vickers section from the AIF 41 TOE, but they still have to be in the pool. Here's the full result of the TOE upgrade.
