I got the same issue and contacted Slitherine support. They are saying that the setup file (in addition to the update file) for 1674 is required for this update. In the my page section of the Matrix website, the only file that looks like that is the actual download to install the entire game, implying the solution shared by Nikel is the way this update is intended to be.

It's a bit difficult to believe though so my ticket is still open and I'm awaiting confirmation that the required "setup" file is indeed a reinstallation of the entire game.

I have gotten a reply. The required "setup file" is indeed the installer for the entire game. This is a tad unfortunate as the size of the file is 22 some gb: over twice the size of the actual update itself.

A saving grace is that there shouldn't be any need to uninstall the game, because the installer will usually just overwrite all existing files.

To make that clear:

If you get the "version too low" message when trying to update to build 1676, download the CMO Multi-Setup (1.674) file and install it, and then install the update as usual. No need to uninstall the existing version of the game, as the installer should overwrite as needed.
