Can't load custom designs?

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

Save might not be necessary as I didn't had played a single turn yet so I reproduced it using New Game with this settings :
- China 1890, Very small fleet size, Slight tech variation
- UK 1890, Super large fleet size, Slight tech variation
- Japan 1900, Medium fleet size, Slight tech variation, Historical ressources, Harsher peace deals
- Italy 1900, Large fleet size, Slight tech variation, AI advantage, slow aircraft development
- Russia 1920, Small fleet size, None tech variation, Treaty of Versailles in effect, Historical Washington treaty (I accepted all the limits)
- Germany 1920, Very large fleet size, Considerable tech variation, 200% research rate, random treaty (I accepted all the limits)
- USA 1935, Larger fleet size, None tech variation, 200 Maximum airbase size
- Spain 1935, Medium fleet size, Considerable tech variation, Harsher peace deals

In all these cases, going into Design Ship > Graphics > Load ship design without doing anything else before opens the pop up.
