1. A little more on the scanner. by default the scanner is on. It's in Passive Scan mode, giving basic information about other titans and the environment (heights of hills etc) out to its maximum range. It uses a small amount of power every turn when it's running, so, if your engine is damaged or you are short of power for some other reason, the scanner may get switched off completely (by you, or it may happen automatically), to save power for more important things.
After you have locked onto an enemy titan (which takes a short time to happen), you can choose to try for an Active Scan (which takes longer, sometimes forty seconds or more for a beginning jock). If successful (a "yellow" or "green" scan), this gives more information about titans, and gives you a slight attack bonus (4% and 8% respectively).

2. "On Call". When a battle begins, you are offered your titans' Move menus. In the background, their attack instruction are set to "Wait on detecting enemy titan". So you carry on moving, not seeing the Attack menu, until you spot an enemy, when you get offered the Atack menu.
The various On Call options can save you a lot of work. For example, you might have a titan waiting behind a hill for one of your others to finish crossing a river ... so they can make a combined attack around the hill. You might set the waiting titan to ... Attack is Waiting on spotting an enemy (in case an enemy titan appears around the hill) and Move is waiting on your friendly titan's finally getting across the river. You then won't get offered the menus for that titan until one of those conditions are true (although you can interrupt the Waiting instructions by pressing F3 during one of your other titans' moves).
