I would also like to see a slightly higher miss (dud) rate against warships. Seems Ok against merchants.
I'm still having to disagree ... in a PBEM campaign I have yet to hit anything larger than a DD with subs ... I've missed 8 times out of 8 against dreadnought class ships so far in 6 weeks of one game. I'll vote for less misses at this point.
Well, my experience is completely different. I am playing the short American vs Japan (two months scenario) and my subs are running amok with the Americans. Addmittedly, we are both concentrated between Manila and Formosa, so the area is rich in ships and subs. The Allies are invading Formosa and I have concentrated the bulk of my subs in the area. In two weeks of constant combat, I am willing to say my subs have hit with 30 or more torpedoes. Most have hit transport as expected but he has hit two of my capital ships (One torpedo exploded against the Kongo and did no damage[8D] and I have hit at least three-maybe four BB/BC with torps. All my other hits against BBs came in the actual invasion hex. I hit the BC Constellation on two successive turns. Last turn, he put three torpedoes into one of my armored crusisers. Oddly, in contrast to the rest of you. I find it almost impossible to hit DDs in open water. Many attacks against DDs but maybe only about 4 hits. His ASW has not been ineffective with three of my subs sunk and another ten or so heavily damaged.
In truth, for a major surface-invasion action it is just about what I would expect. I would not rush to change sub warfare until more testing is done and more experience accrued. It is not so hopelessly broken as in WITP. In fact, it may be very close to right.
My only real suggestion as of now is to allow subs to accumulate sys damage at a much higher rate than surface vessles to force both players to rest and refit subs for longer periods after patrols. I really should not be able to send so many subs to sea at one time.
I really like ASW attacks now- with a lot more near misses with DC and partial hits. It seems to work a lot better that WITP. This is something that is sorely needed in WITP.
