My blinking engineer tried to fix the bridge right in the face of enemy units and it didn't work:

That first posting about the engineer trying to fix a bridge while getting shot at was during the first combat round and it's now the second combat round and I've since moved up some support and another engineer who WAS able to rebuild the bridge:

I'm not at all sure this bad boy even has a PO programmed for it.  Maybe you could set the computer to play both sides and see if they attempt any attacks, etc.   PO's that don't stage any attacks but move in seemingly random directions usually don't have any objectives set for them and aren't a very good opponent.  But having said that, such a PO is easily defeated if that's your bag.

There was a naval battle near Odessa in turn 8 and I lost about a quarter of the aircraft attacking but I got a boat load of the boats in the fleet:
