Heavy industry is currently used to determine the speed of growth, with a chance based on HI/cost, or something similar, so a higher cost results in a smaller chance. This chance is also modified by whether the factory has reached the cap or not. This chance of growth is not being changed. It is only the cap that is changing, based on the formula listed, with a much higher chance of growth below the cap, and a very small chance of growth above it. The current cap is 15, with a very good chance of growth below that for everything, even cost=9 items.

There may have been a change to consider resources for growth also, but I cannot remember.
