Do you need to choose during attack phase ”use engineers in combat”? Then you get benefit and you must choose ENG as first loss.

No, no rule. Steve has decided it is like this. Hence it is like this. No bonus to notionals for being in ZOC of TERR units.
Edit: he motivates it with that TERR units are weaker than other Corps sized units (they have a negative combat modifier when fighting alone), and therefore it is logical that they do not provide any notional bonus.
I suspect that this has been done. It has been reported as a bug multiple times. And rules discussions followed. I have given up on this. Now I would be happy if there was a deviation that mentioned this in RAC.ORIGINAL: Centuur
