Sorry about that, my bad. New save and took the liberty to move the NEI partisan to Balikpapan and reduced the save oil in Ottawa from 2 to 1.

I am sure I am missing something. What has the DEI-Japanese trade to do with this? Japanese trade shouldn't be affected unless three or more oil is blocked in DEI as I understand it.

You are good it's me that was missing something. So use to CW receiving Palembang oil by default I just assumed if one of the other oil was blocked Japan would get 1 short.
