communist Chinese. Calling out their Reserves. Apparently with the liberation of Sian, the people of the city rise up and form a MIL army that the communist are able to immediately put out in the field.

Erk? This is a bug. I can not imagine any way in which this was legal.

If the MIL was not on the reinforcement track (the way it would have gotten there would be if it had been shattered) it should have gone into the force pool. If it were on the reinforcement track, then it would come as a reinforcement next turn. I don't see any other thing that could happen with it. Into the reserves? The program had to stretch really hard to come up with that one.

Upon exercising my imagination, I came up with a way for the Sian MIL to appear as a reserve. It hasn't been coded, but it is legal according to RAW: The Chinese and the Japanese mutually agree to peace, with the MIL on the map. The MIL goes to the reserves. Then the Chinese and the Japanese go to war again.

Somehow, I don't think this is what happened. [:)]

Yes. If playing with off-city reinforcements, if Sian were fully stacked, you could put it next to it, not in an enemy ZOC. However, you do have to own Sian.

I would think it should be returned to the Force Pool on the re-capture of Sian, and be available to build at the end of that turn.

If it were put on the spiral for a long time via being Shattered in a land combat on the same turn China lost Sian, then it should appear as a reinforcement at the start of the next turn after China re-takes Sian.
