I need to understand why Rommel is OOS here? Graziani is underneath the German fighter in the picture.

Desert hexes cost as two hexes for supply purposes. Reaching Graziani takes 5 hexes due to at least one desert hex has to be used. Railway doesn't help since you trace the supply via another secondary supply source. You need a real port for a primary supply link.

Ask if I wasn't clear.

The rules state "The 4 non-rail hexes can occur anywhere along the path". In the above picture Rommel could even trace to Baghdad with 3 hexes and then along the rail to Graziani. To me, Grazianai is acting as a defacto port hex, since units in a coastal hex are always in supply. If I need a real port, then I don't understand why being within 3 hexes of Graziani does anything. It's as if the game is treating Rommel like a regular corps or division that can't use the rail line.

For that matter, I don't understand why the Italian mech is OOS, since Baghdad is a secondary source and the rail can be used to Graziani.

Cut relevant parts covering this from RAC in 1 to 4 below.

1) A supply path, basic or railway, can be up to 4 hexes. Each desert, or desert mountain, hex your supply path
enters counts as 1 extra hex.

2) You trace a supply path from a unit to a primary supply source. If you are tracing a path from a secondary
supply source to a primary supply source, it is a railway supply path. If you are tracing any other supply path, it is a
basic supply path.
3) To trace a basic supply path overseas, the unit must be in a coastal hex or trace the path via a port. To trace a
railway path overseas, the secondary source must be in a coastal hex or trace the path via a port.
4) A secondary supply source for a unit is:
• an HQ the unit co-operates with (see 18.1); or
• the capital city of a minor country controlled by the unit’s major power; or
• the capital city of a major power, or a minor country, conquered by the unit’s major power, or by a major
power the unit co-operates with.

My comments:
1) Deserts make the supply path shorter as each desert hex cost double.
2) Railway can never be used if tracing supply via another secondary supply source
3) HQs on coastal hexes act as a port in some cases. But not for supply paths. The supply path needs a real port.
4) Baghdad is not conquered by Italy. It is liberated, and thus controlled by Italy. Therefore only Italian units may get supply from Baghdad.

One of my most dislike rules is the limitation on aligned capitals for supply. Baghdad as it is now is a secondary supply source for Italian units, but not for German units.

But if Baghdad had been conquered instead of liberated, then it would have been a secondary supply source for both.
