(1) Donitz pushed OKH hard for a combine to get his newly arriving boats in Kiel out into the Atlantic, so they could join up with his boats already at sea and together wreak havoc on allied convoys (especially in the Faeroes Gap).
(2) However; even if he managed to sink all 8 unescorted CPs in the Faeroes Gap, which at best is 50/50, that would not balance against Germany's need for rail & land activities on the Eastern & Western fronts.
(3) Therefore; OKH orders Germany to take a land.
(4) Japan takes a combine to get their 1 supply CP, 1 organized TRS Gp for supply and reinforcement of Canton out to sea immediately.
(5) Imperial HQ in Tokyo is hoping that these forces can slip by the USN detected, survive and perform their duty.

(3) Luftwaffe is providing the force multiplier (they hope) for Wehrmacht thin defense in Vichy (southwest) France.
(4) Rundstedt and a number of his forces move from the Italian Alps to the French Alps.
(5) He has no choice but to hold northwest Italy (Italian Alps) was minimum, but quality, forces.

(1) With Model, corps & div railed in half of Army Group Center is created out of thin air and fills the void.
(2) Army Group North pulls back and anchors their northern flank on Moscow.
(3) However, care must be take not to let the Soviets make a dash west out of Volograd.
(4) The retreat of the Siberian Fronts and their transition to Army Groups North & Center has been costly both in units and ground lost.

(1) In France moving units trying to cover the gap in the lines in western (central Vichy) France.
(2) Also, Rundstedt moves his HQ-A from Turin, Italy into the French Alps.
(3) He & the Rom HQ are the only 2 HQs in all of France, Italy & Balkans.
(4) Stripping the Balkans and even Italy where possible, or likely more than where possible, of land and air for both France & Eastern Front.
(5) Strong Luftwaffe presence in France but an even stronger allied air presence there.
