Yes, this is coming. I passed pretty good actions this turn (repair CW ships for exemple) ; but rolling 10 doesn't help!For all the US' tension problems, it can cause problems for Japan by saving up and passing option 36 (CW reinforces Pacific). This allows the CW to reinforce Rabaul (if it has the land units), and ratchets up tension.
Alternately, since the US tension problem is vs. Germany, it should pass the Resources & Lend-Lease to USSR options. Those are high tension.
