May I suggest that Wavell set up his Headquarter in south-western France instead? Bayonne comes to mind. There he is located in a fairly secure location while still increasing the size of the British expeditionary force.

May I propose a somewhat different production plan for Germany until the downfall of France is secured. With focus on increasing the size of Luftwaffe as soon as possible and increasing the oil production.
I am thinking something like this. Note that the Hs123 isn't scrapped but built instead. This because of gearing reasons so that 4 aircrafts can be built in Jan/Feb. Luxury items like ships and submarines I think should be delayed until production is increased and the fall of Paris ensured. And land units can wait as well since they are fairly fast.
Save 3 oil and use 3 oil for production. (15 BP)
Sep/ Oct Production (15): (Scrap 2 LND3 - Do17 and He111)
4 x Pilot
FTR3
NAV3 (or ATR3)
Save 1 BP
Nov/Dec '39 production (17):
Pilot (2 x pilots if 18 BPs or possible to replace the 3 cost aircraft with a 2 cost)

1) The Hs 123 is partly there for gearing purposes so that Germany can build two good fighters and two Stukas in Jan/Feb. Two BP cost aircraft are rare for Germany. And partly because it is a perfect front bomber, or designated loss plane. I usually prefer waiting with building LND3 until I can scrap few more of the really, really bad ones.ORIGINAL: Mayhemizer

Germany has lots of land units in Poland right now, they can't attack before they rail and reorganize 3 of them.
2) Personally, I almost always build the synth plants. I think it improves the long term economy and that more oil increase flexibility. And eventually, or usually, Germany will have to pay for the Italian oil use as well if the Italian are going to be of any use. It also provides more flexibility in the strategic goals. And, in my humble opinion, if the synths are to be built it should be as early as possible to get maximum use out of them.
3) I am not sure I understand why this is an issue. If this is why you want to build militia and infantry then I do not agree. Any militia built can appear far from the front and can be so bad it is useless at the front. And any infantry build is not faster than any unit in Poland.

No need for Communist China, France, or USSR, to go first. Possible bad weather ahead with the positive die modifiers for the weather roll. this may seriously hamper the Nationalist movement in China but it affects the Japanese attack odds as well. So unless China or CW needs to go first I suggest that we let Axis move first.
