Just finishing up Slim's book Defeat into Victory. While difficult and horrible in many places during monsoon, it was also variable and when you read the book (and you must, it's that good!) you will be surprised at some of the things they did during monsoons.
I would prefer some movement effect for bad weather and certainly for monsoon. But as far as monsoon goes I think the code only takes it into account for bases with the supply received cap + monsoon effects flag, so it would be a whole new gig to have monsoon effects in non-base hexes. Knowing how the game system works, have to admit this move has pretty much broken my personal morale check.[:)]
