I presume these dates applied to USN/USMC aerial torpedoes too?

Page 130 of the manual words it in terms of torpedoes with a dud rate greater than 49 having their dud rate reduced in January and September 1943. I have always proceeded on the basis that only the USN fleet sub torpedoes were so affected but I have never bothered to double check on the aerial torpedoes. In practice torpedoes dropped by my feared TBD Devastators have appeared to be quite explosive enough, the trick of course was to get the delivery platform to survive long enough to actually deliver.

It isn't so much in the rules but rather in the praxis.

Having a sub in the harbour will help to recover any downed LYB pilots. It therefore might be an indication that some enemy air raids against Pearl Haarbor are incoming...or not. Perhaps the enemy thinks mining Pearl Harbor by sub is a good thing (that is what those AMc vessels are for, to counter local port mining efforts).

At least in WITP, having a sub in the same hex as an enemy hex will sometimes give you some information on the hex, i.e., the number of units stationed there, etc. However, this is not 100% certainty, and for a major base it is quite a risk to send in a sub... i suspect instead it may have been a mining mission.
