This is a disconcerting feature of naval moves. When you move from port to port, the units are not disorganized until after you end the naval movement phase. For a while I thought there was a bug, until I realized this.ORIGINAL: warspite1
Wow - that was disappointing. When I sailed from port to port no disorganised dot came up. Turns out they are all disorganised anyway [&:]
Why it done this way I have no idea.
I thought I knew how to play this game....

There is now a opportunity to make Rumania a Full Ally. This, however, cause Hungary to stop giving their resource and they will only join as a 'minor' ally.
Since Bulgaria is out of the equation it is now more tempting to go for the full ally option for Rumania.
Is it worth the cost to get Rumania as a full Ally?

Germany can do that either way. If the claim is allowed you can align Romania by declaring war on Yugoslavia, or controlling Belgrade.It might be useful to have Romania as a full ally and thus we can place German units within ahead of time.

Its not particularly clear, but yes, that was my interpretation. South Dobruja is too close to Ploesti too.
It means only one Hungarian can ever leave the country but that is no loss - and Romania is unlimited so swings and roundabouts.

Indeed. What annoys me is the lost Hungarian resource. The lost resources from Turkey and Bulgaria already hurts.It might be useful to have Romania as a full ally
