Let me know your oil usage, breakdowns, and the final production numbers you are seeking. Passing the file back and forth during this part of the process will cause the oil bug so let's avoid that please. Here's a screenshot of the Germans. Let me know if you need screenshots of the others.

Use Oil:

Germany:
All units are reorganized for 3 oil (3.45). Use one saved oil in each of Bratislava, Vienna, and Berlin.

Italy:
All units are reorganized for 1 oil (0.85). Use the oil in Rome.

Japan:
All units are reorganized for 1 oil (1.4). Use one oil in Canton.

Breakdown:
Germany:
5-3 INF in Poland -> INF Div + MOT Div

Prod plan Final:
Germany - 26 production points - 18 BPs. Save 3 oil (One in Berlin, one in Vienna, and one in Bratislava).
Italy - 6 production points - 5 BPs. Save 1 oil in Rome.
Japan - 16 production points - 15 BPs. Save one oil in Tokyo. (This might need fixing with editing later on)

Edit: There are minor discrepancies already with the Axis oil. I have a count of how much each should have saved so that we can correct it with an edit when need be. Seems to be some issues with the NEI oil. Anyway. My point is that just get Japan to the correct BPs and fix saved oil later on.
