I'm curious. Have you found a bunch of these kinds of orders? I'm thinking back to the historical role-play you guys did earlier involving Australia's policies at the time, for example.
witpqs;
Some of the material, especially the pre-Pearl Harbor stuff are verbatim transcirpts of written or spoken orders of historical figures (ie., Sec Stinson's diary, orders to Kimmel and Short before Pearl Harbor, Churchill's orders to Wavell), some are fictional comments from historical figures with fidelity to their historical roles (ie. Ghormely and Halsey, Wavell, etc), some are actual photocopies from period documents (the Bolivian tin mine for eg. and some of the correspondence to the Australian Government...these from the on-line FDR library and the Official Australian war history website). Some are recreations of historical events where the participants are not known to me (fight over overtime on Singapore fortifications)
Of course, as the "game" progresses, we will likely diverge from the historical outcome (for eg...the fall of Singapore was about right temporally, but 50,000 troops didnt get away [:)]) Even so, you have to admit the gane designers and testers have got this remarkably right. Fantastic wargame. Cheers!
And some are purely fictional...for eg. Maj Legree who achieved some fame in a civilian role some 90 years earlier.
