Maybe Joe was in his elevator shoes. Hirohito was supposedly 5' 5", best guess at Joe is 5'4", although some estimates are as tall as 5'8"... i'm guessing that the later was with his "lifts"...
EDIT: Don't think this pic with Stalin is Hirohito... ears are different, proportions of mouth seem off, and every other pic i've found of him he has long hair, not buzz cut.
