Use Oil. Western Allies. For the first time this game the Western Allies didn't have enough all to reorg all their units. The Western Allies had 28 total oil (5 Great Britain, 1 France, 22 USA). Their oil reorg needs was 30.3 (12.1 Great Britain, 1.6 France, 16.6 USA). So the 28 oils points were divided up with 10 going to Great Britain, 1.4 going to France and 16.6 going to the USA.
