Use Oil. Western Allies. For the first time this game the Western Allies didn't have enough all to reorg all their units. The Western Allies had 28 total oil (5 Great Britain, 1 France, 22 USA). Their oil reorg needs was 30.3 (12.1 Great Britain, 1.6 France, 16.6 USA). So the 28 oils points were divided up with 10 going to Great Britain, 1.4 going to France and 16.6 going to the USA. While all US units needing oil were reorg, 2.1 Great Britain and 0.2 French weren't.

The CW should have 6 oil? ... 3 from Venezuela, 1 from Burma, 1 from Canada, 1 from Trinidad

That still leaves them short on oil, of course. Guess all that army in Turkey has something to do... invade Iraq and Saudi Arabia! (That comment is made in jest since this game is partly played on what might best be characterised as role-playing considerations, and I don't think the US and CW would consider invading neutral countries when there's no strategic reason for it.)

In the solo game I'm playing, the Allies started running into oil problems in 1943 so I built out the US and CW synth plants. Now it's Sep/Oct 1944 and the synths are almost all in play and the oil problems are still bad (worse, even!). I'm kind of regretting not campaigning in the Middle East in the first half of the game. I could do it now, but with the game almost over... eh.

You're right, my mistake ... CW does indeed have 6 oil points.

In your game is it the Western Allies or Soviets that are having oil problems?
