There should be particular bases for both sides that get bonuses for drawing replacements, IF they have a Command HQ there. For the Allies it should be San Fran, Sydney, Soerabaja, Manila, Singapore, Calcutta, Karachi, and Chungking. I may have the experience level go down, but for the most part I want my troops to be able be used again ASAP.

I had thought that the unit needed to be within the "range" of the Command HQ to receive the bonus (so within 9 hexes). Is that the case or does the unit need to be in a city to receive the bonus? Or are there two bonuses one for the HQ and one for the city?

(Here that screaming in the background? That's me falling off the learning cliff again with this game! [:D])

This is purely anecodotal, but I used to leave all my new base units piled up in Tokyo and it took FOR-ever for them to fill out - many didn't move at all from turn to turn. Now I disperse them around the HI (one per city), and they all fill right up - months at the most to top them off (stock game).
