With weekly turns you have to accept some abstraction. During the summer, there were several periods where intense rains/mud slow operations considerably for 2-4 days. The only way we could simulate this was to allow 1 mud turn per zone so that the impact would be limited to 7 days per zone. It seemed the best way to deal with it. Now due to the different zones, it could hurt a lot or a little depending on when it hits each zone. But there are similar weather issues in the first winter that are just as significant. When playing with random anything, all you can hope is that over the long haul the die rolls will roughly even out (and they usually do). You can always play with non-random weather (some refer to this as historical weather, but it isn't any more historical than the random weather - it's just a 'fixed' weather system).
