Do you have Victory Points anywhere else in the scenario? From what I can remember of my brief foray into the AT Anglo-Zulu War scenario was that I could tweak (using code) how aggressive/defensive the AI was based on who controlled what Victory Point objective.

Heres how my logic went.

Zulu's want to overrun Isandlwana, and Rorke's Drift.
Brits want to hold those areas, and push on to Eshowe.

If Isandlwana falls to the Zulu's, really bump up Rorke's Drift AIVP so that they push on to that. Pushing up the AIVP makes the area seem like it has more VP's than it has, and it makes the AI really go for it hard.

If Eshowe falls to the British, then Zulu's Conservative Defense bumped up and AIVP's for Ulundi are boosted to get them back to their King's Kraal in defense. So, depending upon circumstances the Zulu's swing from really aggressive to really defensive.

So you can use the need/greed for VP to tweak how the AI responds to certain conditions in the scenario.

Stupid question, but how does one do the ATVP, only ask because I have never played around with that tool before or yet. I just thought that by say making Hanoi more VP than say Hue the AI would go after Hanoi first then move on to the next higher vp hex....
