Armor should always be allowed to move. Take damage for moving? Absolutely!
I was notified earlier this morning that Cooney will be brought back to handle for further revisions of aesthetics natures, and so on, etc. for Combat Command this year. So... if it turns out that you're sure this should be the type of battle-mechanic to take place, and other vets agree then it's a good chance this specific situation could be altered.

However, the original leads on the game design did their homework, so even if your case is right, it's possible doing so may cause some sort of bigger exploit to occur, which may just open up a whole new can of worms (this situation never fails to stop repeating in other titles). We'll see...
