Well I find it is often in these cases best to have the timeline laid out before commenting.

1) China requests a Alliance with the USSR

2) The USSR declined to accept on the basis that it did not wish to provoke Japan and by association the Axis

3) I received a threatening message from Japan stating that if I accepted Alliance with China I would be attacked by Japan.

4) Now having been threatened the response of the USSR was not to accept alliance but to Guarantee Chinese Independence until September 22 1939.

The USSR will not tolerate threats we will however respond to diplomacy.
Are we like late Rome, infatuated with past glories, ruled by a complacent, greedy elite, and hopelessly powerless to respond to changing conditions?

Japan will not be intimidated. Nor will she bow to outside pressure. Japan will protect her citizens and her interests. China has in the past attacked Japanese troops and citizens while supposedly at peace. If this occurs again Japan will respond. If the Soviets are foolish enough to form a treaty with China Japan will take note of that and provide defenses against Soviet attacks.

Except for the Soviets intruding in Japanese spheres of influence, the Japanese have no designs or interests in the Soviet Union.

TANAKA MEMORIAL EXPOSED -- Japan's plans for world conquest

The Chinese intelligence service has obtained a copy of the Japanese strategic planning document which outlines Japan's plans to take over the world. The latest edition of the Chinese publication "時事月報"(Current Affair Monthly) has published the Tanaka Memorial in its entirety. The memorial contains the following assertions:
In order to take over the world, you need to take over China;
In order to take over China, you need to take over Korea, Taiwan, Hainan, Canton, and Shanghai.
If we succeed in conquering China, the rest of the Asiatic countries and the South Sea countries will fear us and surrender to us.
Then the world will realize that Eastern Asia is ours.

As a result of sharing this nefarious document with the Soviet ambassador, the USSR has seen fit to guarantee Chinese independence. Undoubtedly their exceptionally wise leader Josef Stalin realizes that if China succumbs to renewed Japanese aggression, the USSR could very well be Japan's next target.

The historically peaceful Chinese people convey their gratitude for Soviet support and express the hope that as a result peace will prevail in Asia.

GOWN Department of Communication : August 24, 1938

GOWN Ministers met at Versailles yesterday to consider the state of the association. Much attention seems to be focused in the East at this time. Sabre rattling by Japan, China, and the USSR puts a focus on the eastern mandates of our three nations. As we struggle with the difficulties of gearing up for defense we are frustrated by any signs of a drift to war. Our eastern lands are valuable, but at extended distances which make them potential targets. Their defense draw our attention, but despite the quiet in Europe we must never lose our focus. There are powerful forces in the world that can threaten our core, and this must be addressed.

To all concerned we want to make clear that our readying military forces continues. Any force that attacks us will be dealing with two allies, and a concerned partner. We are ready to fight as long as necessary to defend our homes. The GOWN nations are not certain that the Soviet entry into the tinderbox of the Far East advances the cause of peace, but then there seems to be an attitude that Peace is on her deathbed, and her flighty daughter Truce is far to insubstantial to fill her mother's shoes.

Just as an aside, I generally get the US active with 7 or 8 percent chance. So you may be close to US activation. )

The USA is at 4% just now, which should give a 1/25th chance of activation each turn. This should mean a decent
chance of activation occurring in the next year or two. The GOWN allies (GB and FR) do not expect the USA to join
the alliance any time soon, but all parties would welcome the American public's abandonment of isolationism.

GOWN members are preparing for conflict, and an alert USA will be a powerful ally, when conflict comes.

Actually that is not how the activation works.

You need to play the card, and then the game will check if you are going to be activated. There is no check if the card is not played.

Yeah, it is expensive, but it is needed somehow to make the United States spend quite a bit of PPs on something other than industrial improvement and researching ... it balances the game.

Because it is not a given that the Axis will ever declare war on the US. Only 1 of Germanys 5 victory conditions require them to take american soil, and only 2 of Japans victory conditions does the same. None of Italys require it. Gambling that the US is going to get declared war on is simply not a good bet.

Because it is not a given that the Axis will ever declare war on the US. I usually don't spend a lot early on US activation, like I said it usually happens for me around 7 or 8 percent. Don't think I have ever gone over 10. There is time later for that but then I don't attack till 39 with Germany.

Odds, for activation happpening on the 7th attempt (or sooner) are some 31,4%....

EDIT: If i managed to calculate it correctly.

EDIT2: Sorry my bad, its around 25%, just alittle less actually.

The GOWN nations indeed continue their slow struggle forward. (I saw the turn there at noon, but gaming at work, even on lunch, is a bad idea!)

My nations struggle to produce with limited resources.

A tear welled up in my eye when I read this. The western Allies with all that Oil all the resources of the British and French Empire's plus the huge resources of the United States. My heart bleeds for the plight of the western allies. The soviet Union has sent a shipment of Vodka to the Western allies so they can drown there woes and sorrows.[8D]

Actually Great Briton needs to build at least one chem factory before 1940 usually. And of course France must build one right away.
