EUROPE:

But that would peak up the Soviet production to very high peaks. On the other hand there is the need to relieve somehow Japan from the incoming storm.
Also - with the long plan in mind of a 42 Barbarossa, Germany has already on the map all of the 3 Synth.Oil plants, and Italy has both of them in the production spiral. Germany has also on the spiral 2 O-Chits, but the land forces for Germany are barely augmented since the start of the game.
