I had one game where my opponent chose to not fight in Italy. He took the tip of The Toe to meet VP requirements, but didn't even try to advance farther. I think we got into '44 still fighting over Sardinia and he quit.
That was me, and I was still learning how to amphib as the Allies. It won't work twice against an experienced player.

'Work' in what respect?
I don't expect to hold the islands into '45. Holding them into '44 is a pleasant surprise. It's more about requiring a sufficient Allied commitment (thus keeping it from doing other mischief), or punishing the lack thereof.
Oh, apparently the Allied pilots decided to spend their off week training.
