I think you can dump the data or write a query through an SQL db tool. I have used MS Access on parts of the db3000 just to look at a few parameters.

But aren't the DB3 files encrypted, and therefore there is no way to view them????

The DB files themselves, no, you can open them. But hashes of each file tell the game to recognize a given db or not, only ones matching official released ones will be recognized (without professional edition) and allowed to be used in game.
