I think you misread the end of turn chance. The turn could have ended on a die roll of less than two. Or it was a bug.
warspite1

No I've just checked it and it was just sloppy writing - it was less than 2.

The turn continues with a die roll of 4 (20% to end the turn).

The summer rain finally arrives. To late to save the day. Or the front. Maybe even to late to save the campaign. [8D]

Well having positioned my units last impulse, that change in weather came at a very fortunate moment for the Soviets - who needs Yanet Garcia when you have ol' whatsherface on the case? [:D] ...

Oh well, never mind. The Germans simply repeat last impulse and hope for a change in weather fortune - if indeed the turn continues.

Port Attack: None
Naval Air: None
Strategic Bombing: None
Ground Strike: None
Rail Movement: None
Land Movement:

As said the Germans move what they can forward but with a -2 there is absolutely no chance of any attacks being mounted.

Air Rebase: Four more units are rebased closer to where (hopefully) the action will be...
HQ Reorganisation: Sensing the turn will end soon von Leeb reorganises a fighter.
End of Turn: The turn continues on a 6 (less than 4 required).

USSR decide to use their LND4 with ATR capability to reorganize the militia in Kiev. Only a FTR3 that can intercept so it should be no problem for the Soviet fighter to handle. Alas, our recognisance had missed that Hungary also provided air cover and suddenly the air combat was to even for comfort. I do not mind to fight at bad odds with the Soviet air force but I will be damned before I take unnecessary risks with my only air reorganizer. What a dummie. [:@] [:D]

Fortunately for me the air combat is a standoff.

It would have been nice to end the turn so the danger of a German double impulse was eliminated. But, alas, the die gods are mean spirited today. [;)]

The turn continues on a 9 (50% to end the turn).

The Germans choose a land action.

Port Attack: None
Naval Air: None
Strategic Bombing: None
Ground Strike: None
Rail Movement: None
Land Movement:

With the weather god proving unfriendly again the Germans can only continue the same policy as before, although with the end of the turn in sight they will have to take some risks. In the north Army Group North order an attack by Panzergruppe 4 against the 5th Rifle Army guarding the western approaches to Leningrad. No other attacks are possible and Army Group Centre remains quiet once more....

Land Combat: West of Leningrad, The 15-inch guns of the battleship Tirpitz are brought to bear on the Soviet defenders. This only adds 1 point but I hope to get the fractional odds up here.

The Romanian bomber unit is called upon at Odessa for the same reason. As per standing instructions, neither hex is defended by the Soviets due to the presence of Axis fighters that can reach both hexes on interception range.

Land Combat (cont):

The Soviets have the choice on the Black Sea coast and unsurprisingly plump for assault. The fractional odds result is a disappointment but the combat throw is a 10, disorganising the attackers but costing the defender's one unit and shattering the surviving unit. Both units are effectively destroyed as there was no hex to retreat to.

For the attack in the north the Soviets again get the choice as the defenders are in the swampy land west of the Soviet's second city. This time the fractional odds work and the odds increase to 2:1 + 1. A 7 is thrown, resulting in one loss each and the attackers disorganised. The Germans lose the 2nd Infantry Division.

Soviet high command is shocked by the slaughter in Odessa and by the swiftness the city fell. Therefore Generalissimo Ormski declare Kiev a open city.

The turn ended on a 5 (8 or less needed).

That's all for tonight folks. The Germans will be taking a Land action in the morning. But in the meantime here are the scores on the doors - and it makes good reading for the Soviet Union....

By the way, I don't recall there being a throw for Partisans. I cannot see anything in the rules as to why that would be?

The Germans kick off with a Land Action. There are three target options for Army Group North (or a combination of these). However von Bock quickly realises that in trying to take more than one target out, there is too much of a danger of achieving nothing. The plan in AGN's sector will therefore be limited - and Army Group Centre will have no more than a watching brief and no attacks.

For Army Group South, there are no tempting targets that provide a suitable chance of success. Von Rundstedt will also need to satisfy himself with efforts to push against the Soviet defence without actually trying to breakthrough.

Not ideal but the Germans do need not to be disorganised and taking losses on the first impulse.

Port Attack: None
Naval Air: None
Strategic Bombing: None
Ground Strike: None - there are no really tempting targets - well there is one in the south, but the Soviets have a fighter and the Luftwaffe don't have a fighter in interception range... Besides, there are too many bombers back in the Baltic States and they need to get into the combat zone asap.
Rail Movement: None
Land Movement: The three army groups position themselves as per the above commentary. With some reinforcements having arrived, Field Marshal Mannerheim also decides to take his Finnish troops on manoeuvres.

Land Combat: Just the one attack announced - that against Pskov. The Luftwaffe call in a long range Condor to make fractional odds almost a certainty. The Soviets do not counter - there are two 6-strength fighters in interception range.

The fractional odds roll failed but a 5 was sufficient to see the defenders of Pskov destroyed.
