Hmm, I don't think it'll work. I believe bitmap copy happens immediately and does not include copying to the clipboard. In other words, it copies then pastes all in one function. Even with the additional step, I'll stick with Inkscape because the kind of graphics I like are easier to make with a vector-based program.

Could this really work? i tried aligning the roads and citys/towns, 2022 images, the 1989 images are extremely low quality.

Sort of works, though i do prefer the map overlay in the TOC.

A darkend or muted map should bring out the colours a tad more on the overlays, would just take a while to do each map, does help though i think. A update for transparency slider sounds like the best idea to me somebody mentioned earlier.

If you want to use the map overlay as shown in the TOC.Ops/TOC.Intel as a background, just copy the MAPNAME.briefing.jpg to Custom\MAPNAME.jpg (in your Modules\FCSS\Maps folder).
