CMO's greatest asset WRT AI and behaviors (including doctrine, ROEs and proficiency) is that they are configurable and separate from hardware mechanics, and very deliberately so.

This is what allows a scenario designer to equip two distinct units (e.g. Iraqi-1991 SA-6 battery and Serbian-1999 SA-6 battery) with _exactly_ the same hardware, and by carefully configuring their behaviors, faithfully modelling the vast differences in tactics, performance and survivability.

Admittedly, this is also often one of the biggest headaches for scenario designers.
