the game is wrong in giving this ability universally to all subs

So, since the game giveth a universal capability where none existed, the game also taketh away by kicking your ass if you try to abuse said capability. Seems reasonable to me; if you don't want gamey CD guns to smoke your gamey minelaying subs, stick to historical missions.

Well how often did that happen in the war ? I assume not nearly as often as one sub launching torpedos at another. And, to somebody else, no I never imagined pictures from 'Hunt for Red October' in my mind, I'm asking for a routine where subs who get to close to each other have a chance to do do each other harm (chances depending on skill, luck, equipment, previous sightings etc.)

BTW, did submarine had to be on surface to lay mines in WWII?

I believe they launched out the torpedo tubes while submerged. My guess is it would be dangerous to be on the surface when you launched them as you might hit one since they'll not falling behind you if you launch them from your bow tubes.

When you load mines onto subs in UV it does say "loading mines in torpedo tubes", so I don't see the reason for having to surface the sub to launch them.

But I'll live with the threat from CD if that is indeed the case.[:)]

It was a bug that popped up after a tweak to the CD gun routine while shooting at invasion forces and ships and it has long since been fixed, subs on minelaying missions are considered to be submerged and are no longer shot at by CD guns. Relax Leo...

The Dutch minelaying subs used single mine vertical tubes which laid the mines below the keel. The British, Japanese and US minelaying subs used horizontal tubes at the stern, as they were all based on German WWI minelaying subs. US fleet subs had stern tubes from which to launch mines, Brit subs did not and this did cause problems as far as depth and speed at which mines could be laid.
