What will happen to ongoing games? What will be the default setting?

It would be nice to be able to change production, but then I should stop most Oscar plants until Ki-61 arrives.

What will be the default setting?

Default will likely be Off, not On. Having it kick in 6+ months into the game would really throw a wrench into the works with everyone already having blown tons of supply to set things up.
