So has anyone developed a workable house rule for skip bombing? Or is it just "anything goes"?

LEAVE IT TO THE TWIN ENGINED BOMBERS. It's not that you couldn't use a heavy, but they were more expensive, slower, put larger crews at risk, and generally needed for other uses like long-ranged reccon and such. It just didn't happen often enough to be considered a realistic tactic for B-17's and 24's---so leave it to those who did use the tactic with relative frequency.
