Did both units move at the same time ... just trying to understand the exact sequence to be able to tell if it is a problem or normal.

ok, the hex was open.. I had at one point maybe 50 units there.. I move them all out.. Z moved into and empty hex next to canton.. that I previously solely occupied..

Ok, that gives me enough to go on ... might just be a hole where units both move at the same time and pass through each other.

ok, lets say the hex was empty.. previously oc py my troops .. could they move there ?

Yes - if they can trace a line of supply. Supply can be traced *into* an enemy ZoC, just not *throught* a enemy ZoC.
