Almost all the CVE are upgraded but even then their AA is not as strong as the light cruisers whose hulls they were built on. I did notice at least one (maybe a handful) whose upgrade I missed. Likewise there are some DD and CA that haven't had their full upgrades. Some are even upgrading now at Hong Kong.

To be clear, no CVEs were converted from CLs, CLs were converted to the CVL Independent class.
Bogue class were built on C3 merchant ships.
Sangamon class were converted from T3 Tankers.
Casablanca class were purposed built.

I don't know how I missed upgrading any. I really thought I had got them all until I found one that wasn't upgraded. It's got like 400 AA rating (crikey!). Anyhow it was like, "too late now, you dummy!" so I'm squeezing in any odd upgrades remaining, most especially when ships are damaged to the point of needing repairs. Except for some of the battleships, I just couldn't take them out of service for long enough so I have at least half a dozen battleships, maybe more, that are not fully upgraded.

How many subs in the area?
I forgot to mention more explicitly that I was surprised to see the battleships alone, no destroyers. I wonder if that is because there are none available (those are with the carriers) or if it was a deliberate decision to free the battleships for maneuver.
Not many subs at all. I've been lazy with putting subs in the area and have justified that by thinking that IRL there would have been no Allied subs in the area because of the heavy concentration of friendly surface vessels!
