It seems you need to relocate the Pacific Fleet to Pearl Harbour. So it might be a good idea to place the extra chits in the Japanese pool for a while.

After that option has been selected and the fleet is in Pearl Harbour you can increase the control of the tension pool. At least the Japanese tension pool.

Edit: The fleet needs to be at least 8 BB and 2 CV.

choice) in Honolulu when you attempt to declare war. A CV or SCS only counts if its first cycle cost is at least 2
build points and is not the Langley. If you have that fleet there, you also have more control over the tension level for
anti-Japanese entry options.

You just have to overcome the tiny political obstacle and pick the US entry option 26 first. Hence my comment that the extra US entry chits should go to the Japanese pool.

Then it is time to build out the German militia and garrison pools.

Edit: They are needed to guard against partisans as well.

This impulse will be limited to moving some units around, but because of the mountainous terrain, there won't even be much of that..

The Commonwealth takes the opportunity of attacking the captured Danish convoy using a Swordfish flown off HMS Furious. The Germans never got around to doing a Combined to repatriate the ships to Stettin - although given the few units that they could move over the course of most of this turn, they probably could have done so earlier.
