Every game timeout is unique. Whether it should count in the WaW or the WiE ELO tournament depends on the "unique" circumstances of the time-out.

Marcinos1985 asking for an opinion describing the circumstances is the right way to go.

When we started playing, there was a bug that if there are Allied transports around Italy, Dutch East Indies will prepare for war, and eventually, join the Axis.

Allied victory (Allor) vs Axis (Ralaric) in January 44.

Allies thwart Axis ambitions in North Africa
Russia starts punching back in late 43.
Allies pushed out of Greece in Mid 43 and have a failed landing in Italy Late 43.
China has gains early on in war but is later pushed back.
USN never really has an impact in the Pacific.

Hello Ladies and Gentlemen, I started 4 casual PBF games about a week ago and have yet to be embarrassed in them. This can only mean that I am ready to join you all in this ELO event. Or that my opponents are taking their time to toy with their prey :D

He was hard after Norway. Even though I expected it, I utterly failed to prevent him to setup an attack and suffered a lot of losses. In effect, I declined event to take Norway. However, he attacked them nevertheless. It did hurt US mob a lot, but at the same time my northern flank was open, for whole game he flew sorties from Oslo.
Then my defence of Tobruk was dismantled, with huge lossess, even some GER planes were taken down.
France went down in 06.1940, but cost was so high I was illprepared for Barbarossa. What is more, my tank tech was severely lagging, I got tanks lvl 2 in October 1940 - crazy lowroll. I threw nearly everything to the South, but from September my tempo started to slow down. Weather was brutal - last sorties of the game were made in August 1941, and without planes it was a slog. In late autumn I began to lose tanks, never saw anything like this. As I didn't get to Rostov around Winter, and suffered a lot of casualties, I decided to give up. That's all folks [:)]

Game ended:

Cpuncher (Axis) vs TAIFUN (Allies)

Axis win as I resigned December 1941. Cpuncher managed a perfect French campaign and France surrendered April 1940. The Allies tried to hold the Med and Libya but failed miserably, the Axis powers capturing even Egypt and entered the middle East and Iraq unopposed. The early French defeat meant trouble for the USSR and the Soviets did their best to stop the German invaders... but China was about to surrender, with only 6 units. Japan was a killing machine in China, with no way to stop them the Allies had no troops left to defend India... A great play from my opponent, a great MASTER CLASS. I still need many more games with the Allies.
