The Irish women: Sheila Kelly: She used her body to lure her targets to out of the way hotels and into deadly ambushes.

The mysterious Colonel: A Lawrence of Arabia. But with a twist. He wanted to dominate the world.

The Snake Flag Conspiracy (1976 US and 1978 UK) By Saul Wernick

The KGB was planning to wreck the US economy by forcing the biggest banks to dump all their stocks at the same time. A plant in one of Boston's old families would trigger the total economic collapse. Nick had to discover the identity of the Boston Brahmin traitor and make his death look like an accident.

Not really. It comes from the idea of a member of the government apparatus. So functionary or civil servant would probably be closest. The reason it has such a negative connotation is because it implies a "don't look at me, I just work here" individual, generally lacking humanity or sympathy for his fellow man.
