Some of the Russian reserves are called up when Russia goes to war against Japan or Italy. Others are called up only when the Russians go to war with Germany. Look in the Russian reserve pool to see what will come with a German DOW.
I thought I knew how to play this game....

I phrased this badly. The Russians have two sorts of reserves. One comes into play when the Russians got to war with any major power. The other sort only appears when the Russians are at war with Germany.
I thought I knew how to play this game....

Looks like Japan caught wind of the sub's location and ambushed them. Maybe some Soviet naval codes were broken at a good time.

{Where are the British going? Libya is wide open for the taking. Apparently they've been ordered to move into and take care of the Italians in East Africa. Again, I can't say that I'm displeased with this development.}

(1) France gets to place a 0-2 partisan in Occupied France. There are very few eligible hexes. However, one of them happens to be the resource hex by the Belgian frontier. So the partisans go there. It will be, I am sure, a very short-lived Communist uprising.
(2) Communist Chinese partisans appear in woods southwest of Hangchow (on the rail line between that city and Changsha).

[al] These partisans are 0-3, defending at 1 in the woods.

The Free French must have tried to introduce conscription in Vietnam and stirred up a hornet’s nest. There is no upper limit on # of PARTisans in a country that I am aware of; on cardboard, there is based on how many counters exist. Not sure how MWiF handles that.

I just looked at Page 1 - you are playing with Off City Reinforcement so FFr units could be placed (no ZoC for PART units), and could draw supply from CW sources.
