Would it be safest way disorganize my CVP in Bay of Bengal if you fly CAP during your impulse?

I do not understand how the air combat odds is -1 for Axis. :?:

9,1 - 8,6 = +0,5 which rounds up to +1. Lowering that with 1 for surprise points should make it go to 0. And even if it is -0,5 it should round up to 0. After all, the Allied side has -0,5 rounded up to 0.

I think that is how it’s always. Axis have +1/+1 but Allies dropped it to 0/+1.

So -1 for Allies
