Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

Any unit that has a negative Land Attack national capability offset will not contribute to obtaining (or blocking) CA.

If you do obtain CA (via other units), the negative LA offset units still benefit from it.

This sounds good. What about on the other side - can minor Axis units count toward preventing the Allies from getting the CA bonus? If you have 2 German tanks and 1 Italian tanks for example, would the Russians need 3 tanks or only 2 to get the CA bonus? Or if you have one of each unit (infantry, tank, tacair, and artillery) - would it matter that one was Italian?

As far as determining whether CA is applicable or not, if the unit has a negative national capability offset for LA just pretend it is not present. It doesn't factor into giving the CA to the attacker nor blocking the CA for the defender. That includes the armor unit count.

OK, the main thing bugging me on all this is still being tied to the Neutral levels as the floor. I want more flexibility, but need to have a GUI to do it.

Here's a proposal: sneak it into the World Standard row. This is quick and easy.

You can't see my pointer in the image, but it is hovering over the "(5)". When it hovers over the parenthetic value the "Evasion National Capability reduction lower limit" text box pops up.

Good enough?

This additional number on the unit intelligence screen would not show up in a standard scenario (e.g. Total War), since there is no National Capability offset.
