Also note that in my screenshot, my two tank divisions (with load costs of nearly 30,000) have level 3 forts.

Note that the load cost of the Aussie Division above with level 3 forts is 11676.

So it may be stacking? I'll have to check if there is anything else, but it seems clear for IDs that there is a cutoff in this area of devices, however they are measured.

Right. So I haven't tested any tank divisions as they have always seemed to reach higher fort levels. No idea if different rules apply, but I can't imagine why they would. Maybe I'm just not thinking deeply enough?

Maybe there is a unifying principle?

I have a hex with three Japanese brigades achieve forts 4. The first two brigades were there for weeks before the third joined them. I've just divided the divisions on the Russian border that were at forts 2 with the hope that each part will increase forts to 3 or 4 and then I can recombine them and they keep the fort levels. Has anybody else seen this work since this thread was started weeks ago?

So. I've found through some tests that there does seem to be a threshold for unit size that determines which can build fortifications greater than 2 outside base hexes.

I sat some modified Chinese units in the same hex for a year and a half. As you can see, forts 3 have only been reached by the two units below 11,000 load cost (or stacking level, not sure which is the determining factor but they're usually similar numbers). It has nothing to do with AV level of a unit, number of engineers, supply, terrain, or any other factor I can see here.

So anything below 11,000 load/stacking with build at least to level 3. Maybe there is another threshold for getting 4-6 as some of the smaller Japanese units got to during this same period in the same hex.

Small wonder the Chinese almost always lose. Few players divide Chinese corps into divisions, so the corps will mostly achieve +2 level outside bases, yet outside bases it is where the food is. Go figure.

Maybe they are eating the trees they need to build forts ....
