Some thoughts on German rail capacity mid war.

In '42 there can be quite a few Soviet partisan units show up in a turn. Allied divisions are not really able to take them on so that means the Germans can be using maybe 50 rail points in a turn for divisions to chase around after partisans. Which means only 1 corps available for transfer around Russia or back to Europe in that turn.

Am guessing partisans could get worse in subsequent years.

Cut the rail capacity to less than 100 and if Axis are not going to be able to move their army around when they need to it could be a very frustrating game.
