In game...

There are no Italian AOGs which can be brought from the reserve.

I just experimented with the scenario a little and the only location I could bring Italian air units from the reserve was a pre-existing Italian airbase such as Markovka in hex 252,164. This airbase is occupied by CSIR Italian Air Brigade.

Some Italian AOGs would probably need to be created by the scenario designer or there may be another workaround. Usually in this game there are multiple ways of doing something.

I just dumped them all in to Garrison...

I must have been mistaken. I thought you wanted to bring them onto the map.

If by garrison you mean Soviet Garrison then they will do nothing there because I'm pretty sure the Soviet Garrison requires no air units.

You are wrong! Each theater must have aviation, incl. and in the Garrison! I try to send Axis Allied troops and aircraft to the Garrison.

I wanted them in game, but just gave up. I put them in Garrison and my % went to 336%!

But now it is possible to withdraw from the Garrison part or even all of the German troops on the map or other theaters! At the moment I have only a few German security divisions in my garrison.

I think I resolved the game freeze issue.. seems if I leave the game to anew window it tends to not update and run in background until process over

Yes. I have seen that happen with regular scenarios as well.
